Born 1948 in Vienna Goebl studied art history and German from 1966 to 1973 at the University of Vienna. From 1970 to 1975 she was assistant lecturer at the Institute of Art History, and in 1981, after further studies, started working in the field of adult education. In 1990 together with Dieter Bogner she founded the Institute for Cultural Studies. Since then she is responsible for the development, management and coordination of the Institute's educational program and international cooperation. Since 1997 she works in the Vienna Museumsquartier and from 1997 to 1999 she was project-coordinator and representative of the Director of the Technical Museum Vienna in project matters concerning the museums rebuilding.
