Harger is a curator, designer, artist and writer interested in the integration of different types of media within creative communication, technological and art contexts. As an artist and curator she has participated in exhibitions and performances, both in real and networked space, has designed and produced artwork for several print projects, and has created artwork for online and offline spaces. Key achievements have been producing the typographical art publication, SPeC; working on projects with sound art collective Relay, youth radio station Radio One, and contemporary art gallery, Artspace in New Zealand, and working with the Australian Network for Art and Technology in Adelaide, Australia. Recently she has been working in Europe on tactical media, publishing and cultural projects, including working with the support organisations Open Channels for Kosovo and HelpB92, which assisted independent media in Yugoslavia. Harger is presently engaged with Tate Modern in London, UK, where she is the Webcasting Curator.

Together with Adam Hyde, Honor also is the founder of r a d i o q u a l i a, an online art collaboration established in Australia in 1998. Using various streaming softwares, r a d i o q u a l i a experiments with the concept of broadcasting, using the Internet and traditional media forms, such as radio and television, as primary tools. Working in gallery, performance, broadcast and publishing contexts r a d i o q u a l i a creates the latitude for musicians and visual artists to explore distances between cultural understandings. r a d i o q u a l i a regularly features performances and netcasts which bring collaborators from remote locations together in online performative spaces. r a d i o q u a l i a has developed software and hardware tools to facilitate streaming media projects. Key amongst these tools is "The Frequency Clock", a multi-platform system which enables users of the Internet to timetable webcasting content for broadcast on the Internet and on FM radio. r a d i o q u a l i a is currently researching how this system can be used to create a hybrid of webcast video and television. r a d i o q u a l i a is also the initiator of net.congestion - the International Festival of Streaming Media, held in Amsterdam in October 2000.
