Wright began his work on science and technology policy, after taking a BSc at the University of Manchester in 1975. He went on to study for a PhD at the University of Lancaster's Richardson Institute for Peace Studies with a thesis on New Police Technology and Sub-State Conflict Control. This work was interrupted by a Special Branch police raid in 1977 after Wright uncovered the embryonic telephone tapping system which ran microwave towers from near the university all the way to the NSA's biggest satellite interceptions installation at Menwith Hill.

In 1984, he took up a post as Head of Manchester City Council's Police Monitoring Unit set up to call for greater accountability of the local police force after certain excesses during the 1981 Moss Side riots and the later Miners Strike. Wright helped set up the Omega Foundation, which helps to track the armourers of the torturing states, in 1989 where he currently works as Director. In 1997 he authored a report on the Appraisal of the Technology of Political Control which precipitated the first ever debate on electronic surveillance in the European Parliament and the NSA Congressional Hearings on the NSA which are now beginning their work.
