Born 1959, Springer studied video at the State University of New York at Buffalo. In Buffalo, he has worked with other artists to co-found a number of community organizations supporting the production of media art and public-access cable. One of his best-known projects is Spin, a one-hour documentary which details the events of 1992 through the satellite backhauls that provide unpackaged and uncensored news feeds, which viewers do not see in the final edition.
