Scottish-born Robert Palmer has a background in arts administration and in 1990 masterminded Glasgow's successful stint as a cultural capital. Later he helped with Barcelona 1992 and in 1997 joined the Brussels 2000 project where he became Director General in 1998. Palmer is also President of the Network of Cultural Cities of Europe, Director of cultural programmes, workshops and other activities in 25 different countries, Advisor to the European Commission, the Arts Council (UK), the British Council and the Edinburgh International Festival. He is moreover a Fellow of Royal Society of Arts.
