Public Netbase t0 / Institute for New Culture Technologies is a net culture institution that was established in 1994 and offers the arts and culture scene a platform for the self-determined use of new media. It creates both real and virtual environments for the realization of electronically networked art and investigates the reciprocal effects of art and technology, of science and politics. Thereby it raises awareness of the effects of new technologies on our culture and society. Public Netbase promotes innovation in art and culture and offers assistance in the realization of projects. It is embedded into an international network of art, culture, media and science and promotes the interdisciplinary exchange of ideas, experiences, and innovations. Public Netbase organizes exhibits, events, symposiums, and workshops that provide a broad public with an understanding of the new communication media and their various possibilities, and cast a critical light on a society shaped by technology.
Since its start in 1995 Public Netbase has served a large audience: there have been more than 150 million homepage hits, 100,000 event visitors, and 2,500 reports in the international media. Public Netbase has exhibited more than 300 artists, culture workers, and theoreticians in the course of its events program. The institution concentrates on content development, the discussion of the information society, and the exploration of experimental topics, organizes events and informational programs about the cultural effects of technological development and provides project-oriented multimedia stations for artists, culture workers and project groups. Public Netbase supports know-how transfer and the exchange of media abilities, and project support for artists and initiatives. It provides non-profit Internet services for artists and culture workers and constitutes a junction for art, culture, science and media networks in Europe and internationally.
