Project Censored was launched at Sonoma State University (U.S.) in 1976 as an annual review of the systematic withholding of public access to important news facts by the mainstream media. The team composed of student media researcher and media analysts annually selects and publishes what they believe are the 25 most important under-covered news stories. "The essential issue raised by the project is the failure of the mass media to provide the people with all the information they need to make informed decisions concerning their own lives and in the voting booth". The Clipper Chip is a cryptographic device proposed by the U.S. government that purportedly intended to protect private communications while at the same time permitting government agents to obtain the "keys" upon presentation of what has been vaguely characterized as "legal authorization." The "keys" are held by two government "escrow agents" and would enable the government to access the encrypted private communication. While Clipper would be used to encrypt voice transmissions, a similar chip known as Capstone
would be used to encrypt data. The underlying cryptographic algorithm, known as Skipjack, was developed by the National Security Agency (NSA).
