Pressures and Attacks against Independent Content Providers: Serbia The independent Belgrade based FM radio-station B2-92, which from December 1996 on also broadcasts over the Internet, repeatedly has been the target of suppression and attacks by the Serbian government. B2-92 offices have been raided on numerous occasions and members of staff have been repeatedly harassed or arrested. In March 1999 the transmitter of radio B2-92 was confiscated yet again by the Serbian authorities and editor-in-chief, Veran Matic, was taken and held in custody at a police station. Ten days after the confiscation of B2-92's transmitter, Serbian police entered and sealed their offices. All members of staff were sent home and a new General Manager was appointed by Serbian officials. Television No mass-media is more efficient in disinformation and propaganda than TV. And no one seems to be better in influencing that which is considered the truth. e.g. around 67% of the Austrian population in 1999 believe that TV is the most reliable information-media. Opinion polls show that it is said to be the most realistic media, the only one worth trusting. History tells us the contrary. The combination of words and moving pictures, together with the documentary style of the news, looks sincere, while it produces images in our heads which start working on their own. The Vietnam war was only the first war performed on television ... But: also watching the news is part of the entertainment show of the media. And therefore they are presented in an entertaining form. Manipulation of the contents of the news is part of the show. One factor is the issue that news must be reported in a very short period. Several seconds for each catastrophe. Scarcity implies disinformation. Ted Koppel's movie Revolution in a box demonstrates this: When the TV-news showed pictures of the nuclear plant accident in Chernobyl, they showed pictures of another - still working - plant. Those revenues being of vital importance for commercial media firms, their programming in many cases is tailored to the needs of the advertising industry. In their self-interest commercial media also often accept pressure from marketers and advertisers. Steganography can be used by intellectual property owners in a variety of ways. One is to insert into the file a "digital watermark" which can be used to prove that an infringing file was the creation of the copyright holder and not the pirate. Other possibilities are to encode a unique serial number into each authorized copy or file, enabling the owner to trace infringing copies to a particular source, or to store Agents Agents are programs that can implement specified commands automatically. Copyright owners can use agents to search the public spaces of the Internet to find infringing copies. Cryptography and Democracy Cryptography and democracy are clearly related to each other when we talk about teledemocracy. Many answers of civilians to certain state institutions can already be posed on the Internet. Many bureaucratic duties can be fulfilled through the Internet as well. But on February 8th 2000 the worldwide first elections on the Internet were performed. The elections themselves were nothing important, students' elections at the University of Osnabrück, Germany. But the project, called i-vote, with a preparation time of 10 months, wrote history. For a correct result, there existed several different encryption processes at the same time, like the digital signature, a blinding for anonymizing the vote and a virtual election paper that had to be encrypted as well, as simple e-mails could have been traced back. The question whether teledemocracy can provide us with a more intensive democracy has to be answered within a different field of questions; here the question is rather about the role of cryptography in this area. The use of cryptography in teledemocracy is inevitable, but does it also re-influence cryptography? Or will it influence the different governments' laws again? The sentence "We are committed to protecting the privacy of your personal information" that can be read as the introduction-sentence at the Free-PC-homepage ( But still we find ourselves overruled by the issue that someone believes to know what is good for us. And our privacy is floating away ... Human Rights call for the right for privacy. We can go on fighting for privacy but anonymity has disappeared long ago. Exchange of the Text One of the easiest tools for disinformation is to exchange the words written below a photograph. The entire meaning of the picture can be varied like this: - The visit of a school-group at a former international camp can change into a camp, where children are imprisoned (which happened in the Russian city of Petroskoy in 1944). - Victims of war can change nationality. The picture of the brutal German soldier in World War II that was shown in many newspapers to demonstrate the so-called typical face of a murderer, turned out to be French and a victim in other newspapers. - In 1976 a picture of children in a day-nursery in the GDR is taken: The children, coming out of the shower, were dressed up in terry cloth suits with stripes. The same year the photograph with the happily laughing boys and girls wins the contest "a beautiful picture". Two years later a small part of the photograph can be seen in a Christian magazine in West-Germany, supposedly showing children from a concentration camp in the USSR.
