What is the Internet?

Each definition of the Internet is a simplified statement and runs the risk of being outdated within a short time. What is usually referred to as the Internet is a network of thousands of computer networks (so called autonomous systems) run by governmental authorities, companies, and universities, etc. Generally speaking, every time a user connects to a computer networks, a new Internet is created. Technically speaking, the Internet is a wide area network (WAN) that may be connected to local area networks (LANs).

What constitutes the Internet is constantly changing. Certainly the state of the future Net will be different to the present one. Some years ago the Internet could still be described as a network of computer networks using a common communication protocol, the so-called IP protocol. Today, however, networks using other communication protocols are also connected to other networks via gateways.

Also, the Internet is not solely constituted by computers connected to other computers, because there are also point-of-sale terminals, cameras, robots, telescopes, cellular phones, TV sets and and an assortment of other hardware components that are connected to the Internet.

At the core of the Internet are so-called Internet exchanges, national backbone networks, regional networks, and local networks.

Since these networks are often privately owned, any description of the Internet as a public network is not an accurate. It is easier to say what the Internet is not than to say what it is. On 24 October, 1995 the U.S. Federal Networking Council made the following resolution concerning the definition of the term "Internet": "Internet" refers to the global information system that (i) is logically linked together by a globally unique address space based on the Internet Protocol (IP) or its subsequent extensions/follow-ons; (ii) is able to support communications using the Transmission Control Protocol/Internet Protocol (TCP/IP) suite or its subsequent extensions/follow-ons, and/or other IP-compatible protocols; and (iii) provides, uses or makes accessible, either publicly or privately, high level services layered on the communications and related infrastructure described herein." What is generally and in a simplyfiying manner called the Internet, may be better referred to as the Matrix, a term introduced by science fiction writer William Gibson, as John S. Quarterman and Smoot Carl-Mitchell have proposed. The Matrix consists of all computer systems worldwide capable of exchanging E-Mail: of the USENET, corporate networks and proprietary networks owned by telecommunication and cable TV companies.

Strictly speaking, the Matrix is not a medium; it is a platform for resources: for media and services. The Matrix is mainly a very powerful means for making information easily accessible worldwide, for sending and receiving messages, videos, texts and audio files, for transferring funds and trading securities, for sharing resources, for collecting weather condition data, for trailing the movements of elephants, for playing games online, for video conferencing, for distance learning, for virtual exhibitions, for jamming with other musicians, for long distance ordering, for auctions, for tracking packaged goods, for doing business, for chatting, and for remote access of computers and devices as telescopes and robots remotely, e. g. The Internet is a wonderful tool for exchanging, retrieving, and storing data and sharing equipment over long distances and eventually real-time, if telecommunication infrastructure is reliable and of high quality.

The 19th Century: First Programmable Computing Devices

Until the 19th century "early computers", probably better described as calculating machines, were basically mechanical devices and operated by hand. Early calculators like the abacus worked with a system of sliding beads arranged on a rack and the centerpiece of Leibniz's multiplier was a stepped-drum gear design.

Therefore Charles Babbage's proposal of the Difference Engine (1822), which would have (it was never completed) a stored program and should perform calculations and print the results automatically, was a major breakthrough, as it for the first time suggested the automation of computers. The construction of the Difference Engine, which should perform differential equations, was inspired by Babbage's idea to apply the ability of machines to the needs of mathematics. Machines, he noted, were best at performing tasks repeatedly without mistakes, while mathematics often required the simple repetition of steps.

After working on the Difference Engine for ten years Babbage was inspired to build another machine, which he called Analytical Engine. Its invention was a major step towards the design of modern computers, as it was conceived the first general-purpose computer. Instrumental to the machine's design was his assistant, Augusta Ada King, Countess of Lovelace, the first female computer programmer.

The second major breakthrough in the design of computing machines in the 19th century may be attributed to the American inventor Herman Hollerith. He was concerned with finding a faster way to compute the U.S. census, which in 1880 had taken nearly seven years. Therefore Hollerith invented a method, which used cards to store data information which he fed into a machine that compiled the results automatically. The punch cards not only served as a storage method and helped reduce computational errors, but furthermore significantly increased speed.

Of extraordinary importance for the evolution of digital computers and artificial intelligence have furthermore been the contributions of the English mathematician and logician George Boole. In his postulates concerning the Laws of Thought (1854) he started to theorize about the true/false nature of binary numbers. His principles make up what today is known as Boolean algebra, the collection of logic concerning AND, OR, NOT operands, on which computer switching theory and procedures are grounded. Boole also assumed that the human mind works according to these laws, it performs logical operations that could be reasoned. Ninety years later Boole's principles were applied to circuits, the blueprint for electronic computers, by Claude Shannon.

Internet, Intranets, Extranets, and Virtual Private Networks

With the rise of networks and the corresponding decline of mainframe services computers have become communication devices instead of being solely computational or typewriter-like devices. Corporate networks become increasingly important and often use the Internet as a public service network to interconnect. Sometimes they are proprietary networks.

Software companies, consulting agencies, and journalists serving their interests make some further differences by splitting up the easily understandable term "proprietary networks" into terms to be explained and speak of Intranets, Extranets, and Virtual Private Networks.

Cable TV networks and online services as Europe Online, America Online, and Microsoft Network are also proprietary networks. Although their services resemble Internet services, they offer an alternative telecommunication infrastructure with access to Internet services for their subscribers.
America Online is selling its service under the slogan "We organize the Web for you!" Such promises are more frightening than promising because "organizing" is increasingly equated with "filtering" of seemingly objectionable messages and "rating" of content. Especially for financial transactions, secure proprietary networks become increasingly important. When you transfer funds from your banking account to an account in another country, it is done through the SWIFT network, the network of the Society for Worldwide Interbank Financial Telecommunication (SWIFT). According to SWIFT, in 1998 the average daily value of payments messages was estimated to be above U$ 2 trillion.

Electronic Communications Networks as Instinet force stock exchanges to redefine their positions in trading of equities. They offer faster trading at reduced costs and better prices on trades for brokers and institutional investors as mutual funds and pension funds. Last, but not least clients are not restricted to trading hours and can trade anonymously and directly, thereby bypassing stock exchanges.

Credibility

The magic word is credibility.

NATO took away part of its credibility by extending more and more the definition of military facilities, which where to be destroyed in order to end the Serb power.

Disinformation can mean leaving out important informations. Telling lies is not the only method of disinformation. The not telling also creates thoughts and delegates them into certain directions, whereas other models of thinking are left out.

Like this, the deaths on the own side are adjusted downwards whereas the victims of the enemy are counted proudly - as long as they are not civilians. The post-Gulf War period demonstrated how the population reacts if the number of innocent victims is much higher than expected. It was the fact of those numbers that provoked the biggest part of the post-war critique.

The media in democratic states tend to criticize this, which does not mean that they always want to be free of governmental influence. They can choose to help the government in a single case by not writing anything against it or by writing pro-government stories.

At the same time every democracy has undemocratic parts in it - which is already part of democracy itself. There are situations when a democratic government may find it essential to put pressure on the media to inform the population in a certain way; and also censorship is nothing that can only be connected to dictatorship; just think of the Falkland War, the Gulf-War or the Kosovo-War.

Abstract

Disinformation is part of human communication. Thousands of years ago it was already used as a political medium. In the age of mass-communication and information its possibilities have grown tremendously. It plays an important role in many different fields, together with its "companion" propaganda. Some of these fields are: politics, international relations, the (mass-)media and the internet, but also art and science.
There is no evidence at all for a disappearance of disinformation. On this account it is important to understand where it comes from, what its tools are and how nations (democratic as well as totalitarian systems), international organizations and the media work with it or against it.
This report tries to give a short insight into this topic:
on a theoretical level
by demonstrating cases of disinformation, like the 2nd Chechnya War in 1999.

The Right to get Disinformed

Disinformation might also be welcome:
While the ones criticize disinformation and try to fight against it, others do nothing against it. And others again seem to enjoy getting disinformed. How this works? It is the result of a society that does no longer want to live under the pressure of doing and hearing everything at the same time. Acceleration of life seems too fast. The only way to get out is to refuse certain things/messages/truths. Receiving disinformation can be more comfortable than getting so-called correct information. This is especially true for the readers of the yellow press. The yellow press lives on that perspective, the commodity of getting light news, mostly wrong news and lies - but those being wrapped up in nice pictures and stories about those who seem to reign the world.
The aim is the escape out of reality.
A surplus of information, information terror, can produce disinformation. The profusion can get exploited for disinformation. This works in that way that in the mass of information the individual has no possibility to get an overview of the different ways of thinking and to reach a stage of objective knowledge.

The Gulf War

By the end of our century a new method of disinformation is gaining importance: disinformation by an overflow of information.

In the Gulf War, similar to the Vietnam War, journalists had little chance to report neutrally and correctly from the battlefields. Many times they staid in places far from the actual fightings - due to censorship.
In many ways the so-called video-war reminded of a series of commercials. No wonder, the Gulf War was the first war to have a commercial advertisement agency to do the war-propaganda for the USA. They worked hard in preventing the government from a destiny like the one of the Vietnam War, when the war most of all was lost in the American homes because of anti-war propaganda.
In an interview, General Schwarzkopf admitted - still during the war - that a lot of information had been well-prepared disinformation.
And this is true for both sides:

the baby milk plant:
Western bombs had destroyed a chemical weapon factory - that's what they claimed. Saddam Hussein allowed reporters from CNN to visit the factory, hoping they would spread his propaganda. What they supposedly did, was spreading his disinformation, as long as they did not wonder that in the middle of nowhere the sign for the factory was written in English.

the life guard:
In December 1990, the French newspaper Nouvel Observateur published the story of Karim Abdallah al-Jabouri, Saddam Hussein's Life Guard who had fled from Iraq right after Iraq's invasion in Kuwait. Soon afterwards he was in a French TV-show, where he told atrocity stories about Saddam Hussein. The problem that emerged afterwards was that many people recognized him as a former student and employee of that TV-channel.

the baby-incubator-story of Najirah
On the 10th of October 1991 a young refugee, called Najirah, from Kuwait spoke in front of the U.S.-congress. With a lot of tears she told that she had been working in a Kuwaiti hospital, when Iraqi soldiers came in, tore the babies out of the incubators and let them die on the floor. The pictures of this declaration went around the world and were one of the reasons why the U.S.-population wanted an intervention. In 1992 the journalist R. MacArthur was able to proof that the presented witness had been the daughter of the Kuwait-ambassador in the USA and that she had not been in that hospital or in Kuwait at the mentioned time.
By then the war was over and the manipulation of the population had taken place long ago.

Gerard J. Holzmann and Bjoern Pehrson, The Early History of Data Networks

This book gives a fascinating glimpse of the many documented attempts throughout history to develop effective means for long distance communications. Large-scale communication networks are not a twentieth-century phenomenon. The oldest attempts date back to millennia before Christ and include ingenious uses of homing pigeons, mirrors, flags, torches, and beacons. The first true nationwide data networks, however, were being built almost two hundred years ago. At the turn of the 18th century, well before the electromagnetic telegraph was invented, many countries in Europe already had fully operational data communications systems with altogether close to one thousand network stations. The book shows how the so-called information revolution started in 1794, with the design and construction of the first true telegraph network in France, Chappe's fixed optical network.

Apple

Founded by Steve Jobs and Steve Wozniak and headquartered in Cupertino, USA, Apple Computer was the first commercially successful personal computer company.

In 1978 Wozniak invented the first personal computer, the Apple II. IBM countered its successful introduction to the market by introducing a personal computer running MS-DOS, the operating system supplied by Microsoft Corporation. And IBM gained leadership again. Although by introducing the first graphical user interface affordable to consumers having started the desktop publishing revolution, Apple could not regain leadership again.

RTMark is a group of culture jammers applying a brokerage-system that benefits from "limited liability" like any other corporation. Using this principle, RTMark supports the sabotage (informative alternation) of corporate products, from dolls and children's learning tools to electronic action games, by channelling funds from investors to workers. RTMark searches for solutions that go beyond public relations and defines its "sbottom line" in improving culture. It seeks cultural and not financial profit.

Censorship of Online Content in China

During the Tian-an men massacre reports and photos transmitted by fax machines gave notice of what was happening only with a short delay. The Chinese government has learned his lesson well and "regulated" Internet access from the beginning. All Internet traffic to and out of China passes through a few gateways, a few entry-points, thus making censorship a relatively easy task. Screened out are web sites of organizations and media which express dissident viewpoints: Taiwan's Democratic Progress Party and Independence Party, The New York Times, CNN, and sites dealing with Tibetan independence and human rights issues.

Users are expected not to "harm" China's national interests and therefore have to apply for permission of Internet access; Web pages have to be approved before being published on the Net. For the development of measures to monitor and control Chinese content providers, China's state police has joined forces with the MIT.
