The 2nd Chechnya-War

In the summer of 1999 between 1.200 and 2.000 Muslim rebels from Chechnya fell into Dagestan. Rumors say that Russian soldiers closed their eyes pretending not to see anything. During the fightings that started soon, many persons got killed. The hole issue was blamed on Chechnya.
At that time there were rumors that there would be heavy bombing in Moscow in September. And there was. Those two things together brought back the hatred against the Chechnya rebels. The 2nd War between Russia and the Muslim country began. While the first war was lost at home, because the Russians, especially mothers, did not understand why their sons should fight against Chechnya, this time the atmosphere was completely different. In the cities 85% and all over Russia 65% of the Russian population agreed with the war. This time the war was a national issue, a legitimate defense.
The media emphasized this.
Alexander Zilin, a journalist, found out that the truth was far from the one presented in the media: First of all there was no evidence that the Moscow-bombings were organized by Chechnyans. On the contrary it is more than probable that the crimes were organized by a governmental institution for national security. The disinformation was part of the strategy to make the population support another war with Chechnya. The media were part of the story, maybe without knowing. They kept on the government's and army's side, showing only special and patriotic parts of the war. For example the number of dead Russian soldiers was held back.

The U.S.-behavior on this:
The USA would like to intervene but they are afraid of ruining the weak relation to Russia. For years the main topic of U.S.-politics has been the struggle against terrorism. Now Russia pretends to be fighting terrorism. How could it be criticized for that?

The reason for this war is rather cynical: it worked as a public relations-campaign for Vladimir Putin, candidate for the president's elections in. When Putin came into power as minister-president of Russia in August 1999, opinion polls gave him 2% for the elections in summer 2000. By the end of November he got already 46%! And finally he won. The public relations war worked well.
At the same time a propaganda-campaign against his rival Y. Primakov (98), formerly the most popular candidate, was spreading lies and bad rumors. Opinion-polls showed very fast that he had lost the elections because of this black propaganda, even before the elections took place.

Further Tools: Photography

Art has always contributed a lot to disinformation.
Many modern tools for disinformation are used in art/photography.
Harold D. Lasswell once stated that propaganda was cheaper than violence. Today this is no longer true. Technology has created new tools for propaganda and disinformation - and they are expensive. But by now our possibilities to manipulate pictures and stories have gone so far that it can get difficult to tell the difference between the original and a manipulation.

Trillions of photographs have been taken in the 20th century. Too many to look at, too many to control them and their use. A paradise for manipulation.
We have to keep in mind: There is the world, and there exist pictures of the world, which does not mean that both are the same thing. Photographs are not objective, because the photographer selects the part of the world which is becoming a picture. The rest is left out.

Some of those are digital ways of manipulation, which helps to change pictures in many ways without showing the manipulation.

Pictures taken from the internet could be anything and come from anywhere. To proof the source is nearly impossible. Therefore scientists created on watermarks for pictures, which make it impossible to "steal" or manipulate a picture out of the net.

The Egyptians ...

Besides ordinary religious manipulation-tools the Egyptians were masters of using architecture for propaganda. In Egypt, most of all, architecture was used as a media to demonstrated power, whereas the Greek and Romans used other types of art, like statues, for political propaganda.
The pyramids, palaces, tombs became tools for power demonstrations. Paintings and carvings (like on obelisks) proved the might of the rulers.
All those signs of power were done to make people compare their ruling dynasty to gods and keep them politically silent, because religion was used for justifying mortal power. Marble, gold, jewelry and artists were the tools for those maneuvers. Whereas questions for the truth were not even asked or listened to.
Finally it was the masses who were used for propaganda, when they were not only forced to work as slaves on those signs of power but also were abused for those power demonstrations, when they had to accompany the dead king into his tomb - dying of hunger, thirst, lack of oxygen and in darkness. The more religious disinformation the more luxury. The more luxury the better. The more luxury the more power.

Conclusion

As we have seen in the latest wars and in art, propaganda and disinformation are taking place on all sides. No contemporary political system is immune against those two. All of them utilize them if it seems to be useful and appropriate. Democracy, always pretending to be the most liberal and most human system is no exception in that - especially not a good one.
Democracy might give us more chances to escape censorship - but only as long as the national will is not disturbed. Then disinformation and propaganda come in ...
NATO-members gave us a very sad example for this during the Kosovo crisis.

It is our hunger for sensations and glory, for rumors and shows which makes disinformation so powerful. Many books and WebPages give informations about how to overcome disinformation and propaganda - but in vain. We somehow seem to like it - or at least we need it for getting through our interests.

There is a lot what we could try to do, but very little that will succeed as people prefer to believe that disinformation is an issue of the past.

At this moment the only appropriate measure to get rid of disinformation's influence seems to be the putting side by side of different aspects and ideas, especially of opinions telling the contrary, or are at least not the same. In any other case the model will probably commit the crime it is fighting against. Because how would we be able to know?

Infowar

Through the internet a new form of vulnerability of governments is emerging. Hackers drive national and international governmental organizations crazy by changing their websites and offering disinfor-mation. Attacks of this kind happen several times a day and the technicians say there is nothing to stop them. The Pentagon is one of the most popular victims. In the year 1999 the number of hacker-invasions (a series of them is called The Moonlight Maze and was coming from the server of the Russian Academy of Science - a fact that does not proof much) to the Pentagon could rise up till 20.000. Normally it takes several hours to repair the pages - from the moment of realizing that some hackers have entered the zone.
The issue runs as a new form of terrorism. Laws are very strict and punishment high, a fact showing the fear of the authorities, as it is more than the disinformation campaigns that frightens them: Internationals Relations could be influenced.

World War I ...

With World War I an entire system of ideas how wars work collapsed. Suddenly it was no longer mostly soldiers who had to fight. War became an engagement of every day's life. Everybody got involved.
Propaganda therefore changed as well. The campaigns were no longer temporarily and recent but had to be planned for years. Who failed in organizing it or used the wrong keywords failed. Masters of modern propaganda became the British, whereas the Germans failed completely in the beginning.

The Role of the Media

The mass-media would have a possibility to get out of this circle of being disinformed and making others disinformed. To admit that oneself is not always informed correctly, and also mention that the pictures shown are not in any case suitable to the text, as some of them are older, or even from another battle.
For the media it would be easy to talk about the own disinformation in public. Doing this would provoke the government or in the case of the NATO an international organization, to unveil secrets. The strategy of the governments to hold back information would then look double as unsuitable.

Vladimir Putin

Vladimir Putin is Russian President, Boris Yeltsin's. Until his appointment as Prime Minister in August 1999, he was nearly unknown. He had been working for the Soviet Security Service, the KGB. In July 1998 he took charge of the Federal Security Service, FSB. In March 1999 he became secretary of the Security Council. He has no experience in being at all. Where he demonstrated power until now is the Chechnya War. Soon after the beginning of this 2nd war in the region his popularity rose.

Adolf Hitler

Adolf Hitler (1889-1945) was the head of the NSdAP, the National Socialist Workers' Party. Originally coming from Austria, he started his political career in Germany. As the Reichskanzler of Germany he provoked World War II. His hatred against all non-Aryans and people thinking in a different way killed millions of human beings. Disinformation about his personality and an unbelievable machinery of propaganda made an entire people close its eyes to the most cruel crimes on human kind.
